[Bug/Improvement] Pertinent Findings Default Toggle, Patient Search UX, Missing Sex Field, and PhilHealth Payment Status

The following bugs and improvement requests were identified during clinical encoding workflows:

1. [IMPROVEMENT] Pertinent Findings Per System – Default "Normal" Toggle
   All fields under Pertinent Findings Per System should default to "Normal" with a 
   single toggle/button (e.g., "Set All to Normal"), allowing encoders to only change 
   what is abnormal. This significantly reduces encoding time per patient.

2. [BUG] Submit Transmittal (Second Tranche) – Patient Search Requires Double Click
   When searching for a patient in Submit Transmittal > Second Tranche, the search 
   button must be clicked twice before the patient record appears. Expected behavior: 
   results should show on the first click. This affects workflow efficiency during 
   transmittal processing.

3. [BUG] Patient Records – Sex Field Left Blank
   Some patient records exist in the system with no value in the Sex field. This may 
   cause issues in claim processing and reporting. Root cause unclear — possibly from 
   import, manual entry skip, or missing validation. A mandatory field validation or 
   data audit tool is recommended.

4. [INQUIRY] PhilHealth Payment Status per Patient
   Is there currently any way to check whether a specific patient's claim has already 
   been paid by PhilHealth — either within the eKONSULTA system, the EPRS portal, or 
   any other PhilHealth platform? If yes, where can this be viewed? If not, can a 
   payment status indicator be added to the patient record or transmittal list?
