01. BizBox Konsulta Information System - Guideline

Konsulta is a comprehensive outpatient benefits package offered by PhilHealth as mandated by the Universal Health Care Law.
It aims to provide Filipinos with equitable access to quality and affordable health care goods and services and protect them against financial risks.


SYSTEM SET-UP 

Setting up Database Connection 
Locate for the preferred HIS database connection 


SETTING 
Encode the following: 
  1. Accreditation No. – eKonsulta Accreditation Number 
  2. PMCC No. – eKonsulta PMCC Number 
  3. Username – remain as blank 
  4. Password – remain as blank 
  5. API URL – request the API URL to Bizbox Administrator 
  6. Access Key – request the Access Key to Bizbox Administator 
  7. Prev. Cipher Key – for client with previous Service Provider Only. Leave as blank if not applicable 




System Setups 
1. Enable Data Transfer 
This functionality enables users to smoothly migrate their Konsulta Patient data from a previous provider to the BizBox System. 


2. Active Branching Feature 
This feature empowers users to conduct transactions with Konsulta Patient across one or multiple branches. 

3. Enable Creation of HIS OPD Records for New Patients
This functionality allows users to effortlessly generate an OPD Record in the Hospital Information System (HIS) during the registration of a Konsulta Patient.

4. Enable Central Database Look Up for Patients 
This feature validates whether the patient is already registered in Konsulta Patients.

This functionality allows users to effortlessly generate a QME-Up & EHR Record during the registration of a Konsulta Patient.

EXTRACT REGISTRATION MASTERLIST 
To sync the eKonsulta registered patient in Philhealth Portal to Bizbox eKonsulta 
  1. In Homepage, go to Processing and Queries – Extract Patient Masterlist 
  2. Registration Masterlist module will load. Select the Date range of ekOnsulta registered patient in Philhealth Portal 
  3. Click on Extract Registration Masterlist. Patient list will load. 
  4. Click on Upload Registration Masterlist to sync the patients to Bizbox eKonsulta. 

KONSULTA PATIENTS 
  1. Go to Konsulta Patients Module. 
  2. Click on Create New button 
  3. Define the Date Range where the patient is registered as eKonsulta patient in Philhealth Portal. 
  4. Click on Extract Uploaded List 
  5. Highlight a patient and click on the Select button 

6. Once the patient is selected, Patient Profile will load. In this form, the Philhealth web service provide the following details 
  1. Captures the Member PIN and Patient PIN 
  2. Can check if the extracted PIN is valid 
  3. Captures the Member/Dependent Registration Type 


7. Click on Save and Close to exit the Patient Profile 
8. Make input on user password validation entry to proceed. 
9. The patient will now appear at the Konsulta Patients record 



HEALTH SCREENING AND ASSESSMENTS 
  1. In Homepage, click on Health Screening 
  2. Click on Create New. The system will load the patients from Konsulta Patients with no Health Screening Record yet. 
  3. Highlight a patient and click on Select button 


4. System will load the Health Screening Registration Details of Patient 
5. In Authorization Transaction Code (ATC) encode the Walk-in clients with ATC if the patient is with ATC from Philhealth. Otherwise check on Walk-in clients without ATC. 
6. Click on Check ATC to Validate if the code is correct. 
7. Message response will appear 
  1. ATC Code is VALID 
  2. ATC Code is INVALID 
  3. Click on Save and Close to exit the form 


8. Make input in user password validation. 
9. The patient will now display in Health Screening main grid

HEALTH SCREENING SUB-COMPONENTS 

Medical and Surgical History 
  1. Past Medical History – check all applicable for patient’s condition 
  2. Past Surgical History – make an entry for the type of operation and Date 

Family and Personal History 
  1. Family History - check all applicable for patient’s condition 
  2. Personal/Social History - check all applicable for patient’s condition 

SPECIAL SCENARIO: 
In Family and Personal History module, when clicking Diabetes Mellitus, the user may encode the Fast Blood Sugar (FBS) or Random Blood Sugar (RBS) of patient

Immunization 
Check all applicable for patient’s condition 


OB-Gyne History 
Check all applicable for patient’s condition 
NOTE: For Female patient only. This module will be disabled if the patient is Male 


If the patient is MALE


Pertinent Physical Examination Findings 
  1. Physical Examinations – encode the vital signs of patient at the time of Health Screening 
  2. Pertinent Findings per System – check all applicable for patient condition 



SPECIAL SCENARIO: 
 
Vital Signs for 0-24 Months 
The following fields will be enabled: 
1. Pediatric Patient aged 0-24 months 
  1. Length (cm) 
  2. Head Circumference (cm) 
  3. Skinfold Thickness (cm) 
2. Body Circumference 
  1. Waist (cm) 
  2. Hip (cm) 
  3. Limbs (cm) 
  4. Middle and Upper Arm Circumference (cm) 
3. Z-Score – will be computed based on provided computation of Philhealth 

Vital Signs for 24-60 Months 
1. Z-Score – will be computed based on provided computation of Philhealth 

NCD High Risk Assessment 
Check and encode all applicable for patient’s condition 




FINALIZATION OF HEALTH SCREENING RECORD 
  1. Click on the edit button to Finalize the Health Screening. Clicking Finalize will serve as an indicator that the record can be forwarded to Consultation Module. 
  2. The system also has a checklist of the Health Screening Module to serve as a guide for our user during the finalization. 

CONSULTATION 
  1. In Homepage, click on Consultation 
  2. Click on Create New. The system will load the patients from Konsulta Patients with Health Screening Record. 
  3. Highlight a patient and click on Select button 
4. Registration Details will load. 
5. Make input on Consultation Date 
6. Make input on Co-Payment if applicable 
7. In Authorization Transaction Code (ATC) encode the Walk-in clients with ATC if the patient is with ATC from Philhealth. Otherwise check on Walk-in clients without ATC. 
8. Click on Check ATC to Validate if the code is correct. 
9. Message response will appear 
  1. ATC Code is VALID 
  2. ATC Code is INVALID 


10. Click on Save and Close to exit the form 
11. Make input on user password validation to proceed. 
12. The patient will now display in Consultation main grid 

13. The Consultation record will automatically create a new registration in OPD. Here are the following process needed for OPD registration from eKonsulta 
  1. Edit the registration to assign Doctor 
  2. Charge medicine/procedure to the record of patient 
  3. Process payment if there’s any excess 
  4. Process Konsulta Benefits 
CONSULTATION SUBCOMPONENTS 


Subjective/History of Illness 
  1. Chief Complaint – check all applicable for patient’s condition 
  2. History of Illness – make input on the provided textbox 


Objective/Physical Examination 
The system extracts the Objective/Physical Examination but the user may edit if there are any changes from the last Health Screening. 




Assessment/Diagnosis 
Click on Add Diagnosis and Select from ICD-10 list. 


Plan/Management 
  1. Plan - put a checkmark on the applicable Laboratory/Imaging Test for patient. If not on the list, make an input in OTHER EXAM text field. 
  2. Management – check all applicable for patient’s condition 


DISPENSING MEDICINE 
  1. On click Dispensing Medicine tab, the system will display all the medicine charged to patient. It captures all the medicine charges from HIS to eKonsulta System as well as the manually encoded medicines. 
  2. Make input on the Remarks field below. 

MEDICINES FROM HOSPITAL CHARGES TAB (HIS POST CHARGING) 
  1. In Dispensing Medicine, click on Hospital Charges. The system will display all the the medicines charged to patient 
  2. Make input on remarks below 


3. On edit, make input on the following fields 
  1. Sample Strength 
  2. Sample Frequency 
  3. Dispensing Details (if checked) 
i. Dispensing Personnel 
ii. Dispense Date 


MEDICINES FROM OTHER CHARGES TAB 
  1. In Dispensing Medicine, click on Other Charges tab. 
  2. Click Prescribe Medicine to add Charges. Otherwise, click on No Medicine Prescribe. 

MANUALLY ADDED MEDICINE WITH EXISTING GENERIC NAME 
  1. Make input on Prescribing Physician 
  2. Click on Get Drug/Medicine and select 


3. Selected Drug Medicine will display in Drug Details form

4. Make input on the following fields 
  1. Quantity 
  2. Unit Price 
  3. Quantity 
  4. Sample Strength 
  5. Sample Frequency 
  6. Dispensing Details (if checked) 
i. Dispensing Personnel

MANUALLY ADDED MEDICINE – OTHER DRUG/MED – NCD 
  1. Click on Other Drug/Medicine checkbox 
  2. Make input on Drug/Medicine. The recommended input on this field should be same in CF4 Outside Charges Medicines

  4. Make input on the following fields

5. Input the Follow-ups Date 
6. In Authorization Transaction Code (ATC) encode the Walk-in clients with ATC if the patient is with ATC from Philhealth. Otherwise check on Walk-in clients without ATC. 
7. Click on Check ATC to Validate if the code is correct. 
8. Message response will appear 
  1. ATC Code is VALID 
  2. ATC Code is INVALID


9. Click on Save and Close to exit the form 
10. Make input on user password validation to proceed. 
11. The patient will now display in Health Screening main grid 

12. The Follow Up Medicine record will automatically create a new registration in OPD. 
Here are the following process needed for OPD registration from eKonsulta 
  1. Edit the registration to assign Doctor 
  2. Charge medicine/procedure to the record of patient 
  3. Process payment if there’s any excess 
  4. Process Konsulta Benefits 
13. Click on Dispensing Medicine in Subcomponents and check the extracted charged medicine form HIS 


14. Edit the record of medicine item to input the following: 
  1. Strength 
  2. Frequency 
  3. Dispensing Details 
i. Dispensing Personnel 
ii. Dispense Date 


15. If in case the user would like to add Outside Charges, you may proceed to Other Charges and add medicine charges. Please follow the discussion in Consultation – Plan/Management – Dispensing Medicine. 


REPORT MANAGER 
Consist of the following 
  1. eKonsulta Availment Slip (eKAS) 
  2. ePrescripton Slip (ePreS)

  1. In homepage, click on Report Manager. 
  2. Click on eKonsulta Availment Slip (eKAS 
  3. In Patient Name field, click the button to load the list of patients. 
  4. Highlight a patient and click on Select button

  1. 5. After selecting patient, the system will load the Health Screening and Consultation list of patient. Click on generate to load the details of the selected transactions. 



6. After clicking the Generate button, the system will load the details of eKas. The user 
may input on the “To be filled out by the patient (pupunan ng pasyente). 
7. Save the encoded values before printing

  1. In homepage, click on Report Manager. 
  2. Click on ePresciption Slip (ePreS) 
  3. In Patient Name field, click the button to load the list of patients. 
  4. Highlight a patient and click on Select button 

  1. 5. After selecting patient, the system will load the Plan/Management – Dispensing Medicines and Follow up Medicine list of patient. Click on generate to load the details of the selected transactions. 


6. After clicking the Generate button, the system will load the details of ePrescription Slip. The user may input on the “To be filled out by the patient (pupunan ng pasyente). 
7. Save the encoded values before printing

  3. Highlight a record and click on Upload XML 
  4. Generated Transaction Number from Philhealth will appear. 
Submit First Tranche Konsulta Report: Transaction No. H9102820120230500001 


UPLOAD XML FOR SECOND TRANCHE 
  1. Put date range on Transmittal Date 
  2. Click on 2nd Tranche to filter the transactions 
  3. Highlight a record and click on Upload XML 
  4. Generated Transaction Number from Philhealth will appear. 
Submit Second Tranche Konsulta Report: Transaction No. H9102820120230500002 

EFFECT IN PATIENT STATEMENT OF ACCOUNT 
 
Based on previous discussions, the system automatically creates an OPD record for the following: 
1. Consultation 
2.. Follow up Medicine 
For each OPD record, the user may process the following: 
1. Edit the OPD record to assign the doctor 
2. Charge procedure/medicine to patient 
3. Settle excess charges (if there’s any) 
4. Process Konsulta Benefits 
 
KONSULTA BENEFITS 
Recognition of eKonsulta Benefits in Statement of Account 
1. In HIS – Registrations – SubComponents, click on Post Konsulta Benefits 


2. Konsulta Benefits Module will appear. Process the Konsulta Benefits by settling the charges of Patient 
a. Items and Services 
b. Professional Fee 
3. Click on Save and Close to proceed 




4. In Statement of Account, check the effect of Konsulta Benefits 


5. Just like in Philhealth Deduction, the user may need to process the Konsulta Benefits in the following module in consideration to FMS. 
  1. Outright Deduction – Batch AR Posting Philhealth 
  2. Outright Deduction – Batch PF Posting Philhealth
